Can I put nail polish over an old manicure?

About a month ago, I got a manicure. It's wearing off, so I want to nail polish over it. The nail polish I have is NYC Long Wearing Nail Enamel Black Lace Creme. My manicure color is a blue-ish color. Should the black work? Would I need to put a clear coat over it? Thanks for any tips. ♥
