My fringe is hardly growing?

My fringe isnt growing. It's been pretty much the same length for ages now, all the ends were singed so I had to get rid of them. Now my fringe is too short. And it's not growing back. My brown roots are coming through my blonde fringe, but it's not growing at all.. any tips or ideas on what I could do?
